
The Nigerian Civil Aviation Authority (NCAA) has fined RwandAir N15 million for violating consumer protection regulations over its handling of a passenger’s baggage complaint.
Michael Achimugu, NCAA Director of Public Affairs and Consumer Protection, announced the sanction in a post on X on Friday.
Achimugu said the airline was fined for failing to resolve the passenger’s baggage complaint within the timeframe prescribed by aviation regulations.
“The NCAA has sanctioned RwandAir for consumer protection-related infractions,” he said. “The airline has been fined a sum of fifteen million naira for its failure to resolve a baggage issue within the stipulated timeframe.”
In addition to the fine, the NCAA ordered RwandAir to replace the passenger’s damaged baggage and pay $170 in compensation, in accordance with Part 19 of the NCAA Regulations 2023.
The aviation regulator warned that airlines that fail to process passenger refunds within the timelines prescribed under Part 19 would face sanctions.
The NCAA’s latest action follows similar enforcement measures against airlines over consumer protection violations. In February 2025, five domestic airlines were sanctioned for various infractions.
