CAC Registrar-General Denies Kickback Allegations

Documents reviewed by SaharaReporters indicate that Star of Stars Integrated Services (BN 7146430) was registered with the Corporate Affairs Commission on September 20, 2023, listing Ali Mubarak Abba as sole proprietor, less than a month before Ishaq Hussaini Magaji assumed office as Registrar-General on October 13, 2023.

The report alleges that Magaji funneled kickbacks from federal contracts through Abba, who sources identified as his brother-in-law and elder brother of his wife, Ummi Abba Ali. Records also show that Abba registered another business, Sparkle of Sparklers Enterprise, on October 3, 2024, which sources claim was created as an additional channel for alleged payments.

A senior CAC source said a media consultancy contract worth ₦29 million was awarded to Black Root Media Network Ltd. Payment records reviewed show ₦29,060,189.89 was paid to the company on August 7, 2024, through Providus Bank Plc under a CAC payment authority.

According to the source, subsequent transactions allegedly traced ₦10.2 million from the contractor to companies linked to Abba. The breakdown includes ₦5 million transferred to Star of Stars Integrated Services on August 9, 2024, and another ₦5 million transferred to Sparkle of Sparklers Enterprise on May 31, 2024. An additional ₦200,000 was reportedly deposited into the Sparkle account by its proprietor.

Sources alleged that the transfers represented kickbacks and amounted to abuse of office and diversion of public funds. One insider claimed that after scrutiny intensified, the bank account of Star of Stars Integrated Services was closed and the proprietor’s Bank Verification Number (BVN) removed to obscure the financial trail. The Sparkle of Sparklers account, however, was said to remain active.

The sources further alleged that the companies were operational as of December 2025 and that one of the accounts was opened after Magaji assumed office, though no official declaration of related activities was made.

Contacted for comment, Magaji denied any wrongdoing or connection to the companies. “These are not facts; they are not true. Nothing is linked to me,” he said.

He added, “Do I know anyone by that name? I don’t know him. And if you check the company, do I have any link to it? I don’t know the company you mentioned. So why would someone be raising allegations and associating them with me?”

The allegations have not been independently verified, and no formal charges have been announced in connection with the claims.
