Premier League clubs must meet strict registration requirements when completing player transfers, particularly on deadline day when deals can be finalised just hours before the window closes.
According to information shared by the Premier League on Wednesday, clubs can use a “deal sheet” to confirm an agreement reached close to the deadline while allowing additional time to submit the remaining paperwork.
For an 11pm deadline, a deal sheet can be submitted from 9pm and must reach the Premier League before the window closes. Clubs then have until 1am to submit the full documentation. International transfers, however, must still meet FIFA’s midnight deadline through the Transfer Matching System (TMS).
To register a player, clubs must submit documents including the player’s contract, transfer agreement, work-permit evidence where required, international clearance for overseas transfers and any applicable transfer levy.
For international deals, the buying club enters the transfer details into FIFA’s TMS, after which the selling club matches the information. The relevant football associations then process the international clearance.
Players who require a UK work permit must have the necessary approval before they can be registered. Those who do not automatically meet the eligibility criteria may have their cases considered by an FA Exceptions Panel.
Premier League rules also prohibit third-party ownership of player registration rights. A club must have full control of a player’s registration and economic rights before the player can be registered.
If a club misses the deadline, the Premier League Board can reject the registration application or approve it subject to conditions, making accurate and timely paperwork essential on deadline day.
Completing a transfer before the window closes does not necessarily mean a player can feature in the club’s next match. Registration documents generally must reach the Premier League by noon on the last working day before the club’s next league fixture.
For international signings, the International Transfer Certificate and proof of eligibility to work in the UK, where applicable, may be submitted later but must be received before the player becomes eligible to play.
